In 2011 Rospatent proposed a project within APEC forum “Training for Trainers on Intellectual Property Issues: Management and Commercialization“. The project received a wide support from APEC economies and was approved by Intellectual Property Rights Experts’ Group (IPEG).

The project is aimed at to enhance APEC capacity building for intellectual property management and commercialization and, thus, to ensure the innovative growth in APEC region. It is a follow-up to the previous project CTI 22/2010 “Enhancing of APEC Capacity Building for Intellectual Property Protection and Utilization: Training for Trainers”, which identified a certain interest of APEC economies in the training of government officials engaged in innovation activity and IP utilization.
The main tasks of the project are:
a) to analyze the existing education programs and practices on management and commercialization of intellectual property, as well as APEC Member economies’ needs;
b) to gather an international team of experienced and high-skilled trainers;
c) to develop on the basis of the analysis results an appropriate training course for trainers;
d) to hold “Training for Trainers on Intellectual Property Issues: Management and Commercialization” program;
e) to disseminate the project outcomes and deliverables, in particular of Training for trainers course.
The main beneficiaries of this project are:
o Professors and teachers delivering specific IP training to government officials in APEC economies. They will acquire managerial and economic aspects of IP as well as various training techniques and methodologies. On this basis, they will be able to coordinate and improve their own current courses or to develop new ones.
o Government officials of APEC economies, including the policymakers in the IP sphere in APEC economies, employees of the IP-offices and law enforcement bodies. The improved systems of IP education will increase the skills and knowledge level of officials.
On October 29-31 2012 in Bangkok, Thailand, the Training for Trainers was held within the project. The program of the Training provided for training of APEC economies’ trainers to the existing educational programs and practices on intellectual property management and commercialization for APEC government officials.
Following the results of the project the Final Report was worked out in English and published on the APEC official web-site.
