On January 28-29, 2013 in Jakarta, Indonesia, the 36th meeting of APEC Intellectual Property Rights Experts’ Group (IPEG) took place within the 1st Senior Officials Meeting and related meetings. The representatives of Rospatent, Ministry of Culture of the Russian Federation and Russian APEC Study Center took part in the meeting.
APEC 2013 Priorities of Indonesia chairmanship as well as information of APEC Secretariat on APEC current activities, including projects, were presented during the meeting.
IPEG members exchanged the information on current amendments to national legislation of APEC economies and discussed certain aspects of IP protection, use and enforcement.
APEC economies made update on implementation of number of APEC initiatives and projects. In particular, the information on implemented APEC project CTI 23 2011T “Training for Trainers on Intellectual Property Issues: Management and Commercialization” initiated by Rospatent was presented to APEC economies. The project included the analysis of existing educational programs and practices on IP management and commercialization in APEC economies as well as economies’ needs in the field of IP education. On October 28-31, 2012, the Training for Trainers was held in Bangkok, Thailand. Representatives of 13 APEC economies took part in the training. The Final Report of the project is to be published in February 2013.
IPEG members highly evaluated the project and emphasized the importance of discussion and exchange of experience on IP management and commercialization. 8 economies expressed their support to the project and readiness to participate in such projects in the future.
Also, a number of new initiatives and projects were presented for IPEG members consideration. On the Russian side the proposal on project “Open Innovations” developed by Rospatent was presented. The project aims at exchange information and experience among APEC economies basing on the concept of open innovations. The suggested project provides for conduction of a study on various national approaches to the concept of open innovations, conduction of conference/seminar on open innovations and development of guidelines on use of open innovation models for building up innovation-based economy. The project proposal will be amended with regard to economies’ comments and presented during the next IPEG meeting.
The next 37th IPEG meeting will be held at the end of June – the beginning of July 2013 in Medan, Indonesia, within the 3rd Senior Officials Meeting and related meetings.
