Press-release on Signing the Memorandum of Understanding
on the Piloting of the Patent Prosecution Highway
between the Federal Service for Intellectual Property, Patents and Trademarks (Rospatent)
and the National Board of Patents and Registration of Finland (NBPR)
On December 8, 2010 in Helsinki in the course of the meeting of Director Generals of Rospatent and the National Board of Patents and Registration of Finland (NBPR) the Memorandum of Understanding on the Piloting of the Patent Prosecution Highway was signed. The Memorandum provides for use of products of international phase of PCT as base for PPH procedures.
During the negotiations the undoubted advantages of PPH pilot program were emphasized that allows each office to exploit the work previously done by the other office and reduce examination workload and expedite the examination process at both offices.
«Reducing of efforts, simplified examination procedure that is subject to accelerated examination in the framework of PPH will promote the effective work of the Offices and improvement of patent quality. Pursuant to the Memorandum the applicants from the Russian Federation and Finland will get advantages of fast and qualitative determination of patentability by use of working products in PPH pilot programs of both national procedure and РСТ procedures» - said Director General of Rospatent Dr. Simonov.

It will accelerate the examination of patent applications in both countries and strengthen the co-operation in our neighbouring area. The pilot program PPH will take effect from March 1, 2011.
