4.1. Automated system development and IT modernization

In 2015, the information technologies (hereinafter — IT) were developed in the following five main areas:

  • electronic processing;
  • optimization of processing;
  • development of the support systems for decision making;
  • development of the hardware and software infrastructure;
  • interagency electronic interaction.

4.1.1. Electronic processing

An electronic document should become as common in use as the paper documents were earlier.

The main objectives for 2015 were:

1. Ensuring the operation of information systems and FIPS resources in electronic form, including the electronic State Registers for inventions, utility models, industrial designs, trademarks, appellations of origin, the electronic List of well-known trademarks, the electronic Registers for computer programs, data bases and topographies of integrated circuits (hereinafter — ESR);

2. To put into operational testing and to conduct operational testing of the system for official publication of information on intellectual property objects from EGR in the Internet;

3. Changeover of the correspondence preparation by the examining divisions in electronic form and its signing by the electronic signature.

The changeover to paperless processing has positive effect on the work of examiners and interaction of divisions that conduct registration. While changing over to electronic processing there is a progressive decrease in the use of information in paper, reduction in time for document processing, reduction in time for search of necessary information. All these, eventually, results in increase in efficiency and more effective awareness raising on patent rights, its changes and the documents of title status.

The usage of earlier developed information systems allowed reaching in 2015 the following figures: more than 90 % of all documents received by FIPS are transferred to electronic form; more than 80 % of all documents created by FIPS are prepared in electronic form and signed by electronic signature; more than 90 % of employees in examining divisions have means for preparing and signing electronic documents.

In 2015, the works were continued on entering records to the electronic State register for trademarks and service marks of the Russian Federation, the State register for appellations of origin of the Russian Federation, the List of well-known trademarks of the Russian Federation, the State register for inventions of the Russian Federation, the State register for utility models of the Russian Federation, the State register for industrial designs of the Russian Federation, the Register for computer programs, the Register for data bases, the Register for topographies of integrated circuits. All new records are entered into ESR only in electronic form. Moreover, the records from the paper archives of the State registers are transferred to electronic form (transfer of the records will be continued). As at the end of 2015, the electronic registered contained:

  • State register for trademarks and service marks — 423625 registrations;
  • List of well-known trademarks — 161 registrations;
  • State register for appellations of origin — 154 designations and 366 certificates;
  • State register for inventions — 125517 patents;
  • State register for utility models — 41010 patents;
  • State register for industrial designs — 12612 patents;
  • Register for computer programs — 67014 registrations;
  • Register for data bases — 4082 registrations;
  • Register for topographies of integrated circuits — 285 registrations.

4.1.2. Optimization of the processing by using IT

Common usage of IT provides not only new essential opportunities for the optimizations of FIPS activities, but also makes IT the key instrument thereof. At the same time, the maximum effect could be reached only by collaboration of the senior executives of the respective departments and IT divisions aiming at raising the labour productivity in FIPS.

The main idea is to ensure the automatic performance of the most part of formal checks1 made by FIPS by means of sufficient structuring of the incoming and stored data. In 2015, the research work was launched on identification, description and development of proposals on automation of formal checks. Also, in 2015, the process of search for payment documents confirming the payment of fee for registration of trademarks was automated.

Another optimization activity included the development of electronic interaction with the applicants.

In the reported period, in order to increase the number of e-fillings the followings measures were taken:

  • improvement of reliability and user-friendliness of the e-filing systems;
  • enabling the usage of e-filing software services;
  • promotion of the e-filing;
  • distribution among the organizations of the newsletters offering to use the e-services for filling applications;
  • thematic meetings and consultations for the e-filing system users;
  • arrangement of the e-filing of the applications in the TISCs.

The official FIPS web-site enables e-filing of applications for trademarks, inventions and utility models as well as electronic correspondence via service «Personal Account» in respect of earlier filed applications for trademarks, inventions, utility models and computer programs.

In 2015, 15325 applications for all types of IP objects were filed in electronic form via web-site services of FIPS and CGSP2 (of them 15141 were filed via FIPS web-site and 184 via CGSP), of which 11868 applications for trademarks and service marks (about 27 % of total number of applications for trademarks, excluding the applications for international registration filed through the Madrid System), 2694 applications for inventions (about 6 % of total number of applications for inventions), 629 applications for utility models (approximately 5,3 % of total number of applications for utility models), 68 applications for industrial designs (1,4 % of total number of applications for industrial designs), 66 applications for computer programs, data bases and topographies of integrated circuits (0,4 % of total number of applications for computer programs, data bases and topographies of integrated circuits). The share of electronic applications for trademarks, inventions and utility models doubled in comparison with 2014 (see Diagram 1).

In 2015, 2215 new objects of processing for electronic correspondence were opened in service «Personal Account» on the FIPS web-site. The access to the service is provided to 350 new users.

The main factors that influenced on almost double increase in e-filing of application in 2015 were promotion of electronic interaction with Rospatent and implementation of a number of projects on integration of the e-filing systems with the processing systems of applicants and their representatives.

In 2016, it is planned to continue the works on the e-filing systems development and promotion of the e-filing and electronic interaction among applicants and patent attorneys. It will allow extending the outreach of the e-filing system and keeping growth of the number of filed applications. Main efforts will be focused on developing the means of intersystem interaction with the large patent attorneys companies and other organizations as well as extending the outreach of the e-filing system by enlarging the range of browsers supported by systems.

4.1.3. Development of the support systems for the examiners in the decision making

At the moment, the main activities carried out within this area include research and development works. The common objective is the expansion of IT application in respect of the substantive examination procedures in order to reduce examiners’ workload. At present, this area is not a key priority but is of the great potential for future development.

As a result of works in 2013 the first steps in the field of analytical processing of the patent documents were taken. The development of the «similar documents search» or the «search by one button» (fully automated) in the search system PatSearch proved to be effective in a part of improvement of the analytical processing of documents and consideration of the peculiarities of the patent documents (first and foremost, use of the IPC).

In 2014, these works were continued in the area of considering the coreferential3 links (implicit indication of an object or situation in the text) and using elements of the semantic search (links between key themes).

Taking into account the results of 2014, the work on improvement of «similar documents search» was continued in 2015. The researches were made on the change of weight coefficients when conducting «similar documents search», addition of synonyms and partial synonyms. In most cases, the conducted researches helped to improve the quality of «similar documents search». Moreover, the search of documents under new patent classification (CPC) was enabled within the PatSearch system.

4.1.4. Ensuring operation, support of the required level and modernization of hardware and system software of the computer network

In 2015, the works on transfer of a number of domain controllers to the new versions of server operating system were carried out in order to support the required level of system software of computer network. It allowed raising the level of information security.

The works on development of hardware and software complex were continued in 2015 aimed at ensuring the remote secure mode of work of examiners in substantial divisions and of employees in functional divisions. The number of FIPS employees working in a remote mode increased from 132 in 2014 to 178 in 2015.

In order to make the state services rendered by Rospatent more accessible, in 2015, the hardware and software complex was installed and set up. It enables the distance consideration of applications and oppositions in the Chamber of Patent Disputes for residents of regions of the Russian Federation. As of January 15, 2016, the Chamber of Patent Disputes started to hear disputes by means of videoconferencing system. The participation in hearings is provided through browser and do not require to install the additional software by the external participants. The implementation of the system had a positive response among patent attorneys.

4.1.5. Interagency electronic interaction

Great attention is paid to the participation of Rospatent in the programs initiated by the Government of the Russian Federation:

  • the Common Government Service Portal (CGSP);
  • the System for interagency electronic interaction (SMEV), including the transfer to electronic interaction with the Federal Treasury;
  • creation of the basis state information resources (BGIR);
  • participation in creation of the e-Government single infrastructure by means of connecting the Rospatent automated systems to the Unified identification and authentication system (ESIA).

As on January 1, 2015, the description of 13 state services rendered by Rospatent is posted on the Common Government Service Portal. The CGSP provides the necessary application forms and blanks in respect of all services, the information on the procedures for rendering services. Also, the e-filling of applications for all state services is enabled.

Due to amendments introduced in the List of state services (functions) and the legislative acts that regulate the rendering of the state services by Rospatent, in 2015, the works on introducing respective amendments in the Federal register of state and municipal services (FRGU) were carried out.

As on December 31, 2015, the Common Government Service Portal contained the description of 17 state services rendered by Rospatent.

The interaction with the federal executive authorities is ensured by means of the System for interagency electronic interaction (SMEV). The special SMEV web-service, version 2.4.4, was developed and registered in the production environment in compliance with the methodological recommendations on development of the e-services and use of the electronic signature technology in the course of interagency electronic interaction.

In February 2015, the transfer of the web-service to the new hardware and software platform was conducted using the virtualization technology. It allowed to raise web-service operation capacity and to fulfill the requirements of the Ministry of Communications and Mass Media of the Russian Federation on ensuring its accessibility.

In 2015, the works on modernization of the service «Personal Account» on the FIPS web-site in respect of integration with the Unified identification and authentication system (ESIA) were carried out in order to compile with the Methodological recommendations on the use of the Unified identification and authentication system, version 2.5. For 2016, it is planned to work through the issue on integration of ESIA with the services «E-filing of application for invention / utility model» and «E-filing of application for trademark».

In 2016, it is planned to modernize the interactive form of filing applications on CGSP in respect of the services rendered by Rospatent and to enable requests on providing information in accordance with the Single system for interagency electronic interaction, version 3. Х (SMEV 3).

4.2. Usage of Internet resources of Rospatent

In 2015, the access via the Internet was provided on the FIPS web-site to:

  • Information search system (ISS) of national patent documents;
  • Information resource «Open registers». For the purposes of search of information on the registered results of intellectual activity and means of individualization as well as other information on the status of a patent / certificated granted or the status of application processing, it provides access to:
  • * registers of Russian patent documents on all the types of industrial property objects;
  • * registers of Russian trademarks and service marks, well-known trademarks of the Russian Federation, appellations of origin;
  • * registers of computer programs, databases and topographies of integrated circuits;
  • * register of applications for trademarks filed in 2005–2015 complemented with information on processing applications filed in 2008–2015;
  • * register of applications for appellations of origin of the Russian Federation filed in 2005–2015, complemented with information on processing applications filed in 2008–2015;
  • * registers containing information on processing patent applications for inventions, utility models and industrial designs filed in 2007–2015;
  • * register of trademarks protected in the Russian Federation by virtue of international registration, covered by the license agreements registered in the Russian Federation on granting the rights to use the trademarks;
  • Official Bulletins of Rospatent: «Inventions. Utility Models», «Trademarks, Service Marks and Appellations of Origin», «Industrial Designs», «Computer Programs. Databases. Topographies of Integrated Circuits»;
  • daily published data on current registrations of trademarks, service marks, appellations of origin, well-known marks, as well as notifications of changes entered in the State Register of Trademarks prior to their publication in the Official Bulletin «Trademarks, Service Marks and Appellations of Origin».

4.2.1. Search Internet resources of Rospatent

The Internet resources of Rospatent include the following databases:

  • database of published applications for inventions (contains information on 476 thousand applications for inventions of the Russian Federation, covering the period from 1994 up to 2015, updated three times per month);
  • full text database of patents for inventions (contains information on 663 thousand patents for inventions of the Russian Federation, covering the period from 1994 up to 2015, updated three times per month);
  • abstract database of Russian inventions (contains information on 663 thousand patents for inventions, covering the period from 1994 up to 2015, updated three times per month);
  • abstract database of Russian inventions in English (contains information on 603 thousand patents for inventions, covering the period from 1994 up to 2015, updated three times per month);
  • the «Prospective Inventions» database (contains information on 1530 patents for inventions considered by FIPS to be prospective, updated quarterly);
  • backdated database of Soviet and Russian patent documents presented in facsimile format (contains information on 1433 thousand patent documents for inventions covering the period from 1924 up to 1993);
  • full-text database of Russian utility models (contains information on 158 thousand Russian certificates and patents for utility models, covering the period from 1996 up to 2015, updated quarterly);
  • abstract database of Russian utility models (contains information on 158 thousand abstracts to certificates and patents for utility models, covering the period from 1996 up to 2015, updated three times per month);
  • database of industrial designs (contains information on 61 thousand patents for industrial designs, covering the period from 1993 up to 2015, updated monthly);
  • database of Russian trademarks (contains information on 514 thousand Russian certificates for trademarks, covering the period from 1925 up to 2015, updated daily);
  • the «Appellations of Origin» database (contains information on 154 appellations of origin and 363 certificates for the rights to their use, covering the period from 1997 up to 2015, updated daily) — provided to subscribers of trademarks databases;
  • the «Well-known trademarks of the Russian Federation» database (contains information on 158 trademarks considered by FIPS to be well-known, updated daily) — provided to subscribers of trademarks databases;
  • database of computer programs (contains information on 39 thousand computer programs registered in 2013–2015, updated monthly);
  • database of registered databases (contains information on 5 thousand databases registered in 2013–2015, updated monthly);
  • database of topographies of integrated circuits (contains information on 481 topographies of integrated circuits registered in 2013–2015, updated monthly);
  • International Patent Classification (IPC) Database;
  • International Classification of Goods and Services (ICGS) Database;
  • International Classification of Industrial Designs (ICID) Database.

4.2.2. Usage of the Information Search System

Under the cooperation agreements between Rospatent and the respective organizations, in 2015 the access was provided to:

  • full text databases on inventions and utility models:
  • * 152 organizations within the Program of cooperation between Rospatent and the regions of the Russian Federation;
  • * 36 organizations participating in the implementation of the state project on the nanotechnology development;
  • full text databases on inventions and utility models and to databases on industrial designs:
  • * 126 Technology and Innovation Support Centers;
  • * 2 organizations of the Rostec Corporation;
  • trademarks databases:
  • * 9 organizations of the Federal Customs Service;
  • * 3 users of the Federal Service for Alcohol Market Regulation;
  • all FIPS databases:
  • * 101 organizations of the Federal Bailiffs’ Service;
  • * 223 organizations of the Ministry of Internal Affairs of the Russian Federation;
  • * 11 organizations of the Federal Antimonopoly Service;
  • * 16 organizations of the Ministry of Defense of the Russian Federation;
  • * 95 organizations of the Federal Tax Service;
  • * 44 users of the Court for Intellectual Property Rights;
  • * 2 users of the Federal Agency for Procurement of Weaponry, Military and Special Equipment;
  • * 2 organizations of the Federal Customs Service;
  • * 4 users of the Federal Agency for Scientific Organizations.

External users were granted with the free access to the following databases:

  • on inventions:
  • * abstract databases in Russian and in English;
  • * database of published applications for inventions;
  • * the «Prospective Inventions» database;
  • * full text database containing information on patents of the Russian Federation for inventions starting with No. 2503161 that are published in the «Inventions. Utility Models» Bulletins;
  • * the IPC database;
  • on utility models:
  • * database containing information on patents of the Russian Federation for utility models starting with No. 136275 that are published in the «Inventions. Utility Models» Bulletins;
  • * abstract database;
  • * the IPC database;
  • on trademarks:
  • * database containing information on trademarks, service marks of the Russian Federation starting with No. 501608 that are published in the «Trademarks, Service Marks and Appellations of Origin» Bulletins;
  • * the ICGS database;
  • * on industrial designs:
  • * database containing information on patents of the Russian Federation for industrial designs starting with No. 87456 that are published in the «Industrial Designs» Bulletins;
  • * the ICID database.

In 2015, internal and external users made over 5833 thousand queries to Search Internet resources by means of the ISS, of which:

  • about 122 thousand by internal users of databases;
  • over 5711 thousand by external users of databases.

4.2.3. Usage of registers of Russian patent documents

Users are provided with the free access to all documents available in «Open Registers».

In 2015, the users looked through over 40628 thousand pages in «Open Registers», of which:

  • over 405 thousand by internal users of databases;
  • over 40223 thousand by external users of databases.

4.2.4. Usage of the Official Bulletins of Rospatent

Users are provided with the free access to the following Bulletins of Rospatent that are published starting from January 2014 on the FIPS and Rospatent web-sites:

  • «Inventions. Utility Models»;
  • «Trademarks, Service Marks and Appellations of Origin»;
  • «Industrial Designs»;
  • «Computer Programs. Databases. Topographies of Integrated Circuits».

In 2015, users made over 4023 thousand queries to Bulletins of Rospatent

Section 5.4 of the Report contains the information on all objects that was published in 2015 in the official Bulletins of Rospatent.

4.3. Use of databases in the course of examination of applications for inventions and utility models

In 2015, the examiners used the information search system PatSearch for examination of invention and utility models. PatSearch system is the professional search system for examiners of patent office who conduct the search for examination of invention and utility models. In this regard system contains advanced set of functions and services.

In the reported period, the information on all collections of patent documentation minimum under PCT and the collection of extended abstracts and bibliographies of Derwent World Patent Index (DWPI) of the company Thomson Reuters were uploaded to the system. The system contains collection of patent documentation of the USSR and Russia, the CIS, PCT, the EPO, the USA, Germany, the United Kindom, France, Austria, Australia, ARIPO, OAPI, the Republic of Korea, English abstracts and patent documents of Japan and other countries — in total 50 million unique patent documents in the original language. The review of the full-text patent documents, that are not yet uploaded to the system but that can be found by the DWPI index, is provided by means of integrated online access to the EPO collections. The search of non-patent literature is implemented by means of integrated online access to the external Russian digital library «E-Library»4 and to the largest in the world database of scientific and technical literature «Scopus»5.

The main functions of the system are the following:

  • search in the selected collections;
  • review of indices when preparing a query;
  • analysis of sampling (statistics basing on the results of search);
  • review of documents (with highlighting of search terms);
  • two windows view of documents;
  • print of documents;
  • export of documents;
  • taking into account the reform and IPC and further reclassifications;
  • search with account of the European patent classification (ECLA), the US patent classification (USPC) and classifiers of DWPI of the company Thomson Reuters;
  • multilingual machine translation (including the translation of the highlighted part of document or of the whole document, and separate regime for translation of the query text);
  • analysis of search results (including cluster analysis and making of semantic network);
  • search in Espacenet;
  • search in E-Library;
  • search in Scopus;
  • search of amino acid and nucleotide sequences in the European data bank EMBL.

Also, in 2015, the possibility of full text search was used in the collections of Japan documents in Japanese that are contained in the system. The possibility of recording the search history was widely used, including indication of search collections, texts of search queries, the number of found and reviewed documents and the list of documents included by an examiner in the «final selection».

In the reported period, the examiners used in the PatSearch system the additional tools for the search by number ranges in text boxes. Among other things, the PatSearch system provides for the search by number ranges given in the form of indication of error margins.

In total, the system’s database contains more than 113 million patent documents.

The PatSearch system supports the search of non-patent literature in external sources, including the search of genetic sequences on the web-site of European Bioinformatics Institute.

Apart from the PatSearch system the examiners have access to the search databases of 70 foreign patent offices and organizations and to 17 databases of non-patent literature in the various fields of science and technology.

4.3.1. Usage of other search databases

Where the data contained in the PatSearch system was not enough, the examiners referred to the databases of patent offices, freely accessible via the Internet (mostly to Esp@cenet, PATENTSCOPE, EAPATIS, databases of USPTO and JPO). To review the correspondence on patent applications filed with JPO and KIPO, the examiners have access to the AIPN and K-PION databases, respectively. Moreover, one working station of the EpoqueNet search system of the EPO was available in FIPS.

Where necessary, the examiners conducted searches in commercial databases. Most searches were conducted in databases provided under the STN International platform. These databases are commonly used for searches related to chemistry, pharmaceutics and biotechnology.

The access to STN databases is provided to examiners in the Online Search and Consultation Room. The specially trained staff of the Room assists examiners in conducting searches, when necessary. In 2015, more than 800 of such searches were conducted in the Online Search and Consultation Room. The majority of the searches were conducted in the REGISTRY, CA, CASREACT and CHEMCATS databases.

Besides assisting the examiners in conducting searches in the STN network, the Online Search and Consultation Room staff provided consultations on conducting online searches in other available databases. In 2015, about 300 of such consultations were provided.

In order to improve the information support of the examination, the Online Search and Consultation Room specialists study online databases which may be useful for conducting information search, develop and update guidelines for examiners on their use. Also, the specialists are involved in training both young and skilled examiners on the competent use of the available databases.

4.3.2. Search by non-patent scientific and technological information

The examiners conducted searches by non-patent scientific and technological information at their working places and in the Training and Computer Search Room. From the working places the internal search system of Rospatent PatSearch allows examiners to conduct searches by non-patent scientific and technological literature on the web-site of RFBR Scientific Electronic Library (eLIBRARY.RU). The eLIBRARY.RU database is the largest Russian informational portal in the area of science, technology, medicine and education, which contains abstracts and full texts of more than 18 million scientific articles and publications. The eLIBRARY.RU platform contains electronic versions of over 3200 Russian science and technology magazines, including more than 2000 magazines is publicly available.

In addition, the web-sites of libraries and specialized databases on medicine, biology, biotechnology, chemistry, pharmaceutics as well as multidisciplinary are available from the working places.

When the aforementioned data is not enough, the examiners go to the Training and Computer Search Room, where the access is provided to the search engines of Google, Yandex, etc., as well as to highly specialized databases on optical media and to Russian and foreign non-patent databases in the Internet. The commercial database of the All-Russian Institute of Scientific and Technical Information (VINITI) is traditionally the mostly used by the examiners in the Training and Computer Search Room. The database contains Russian language abstracts of Russian and foreign sources of science and technology literature (periodic and serial editions, books, theses, materials of conferences, headnotes, patents, legal documents, deposited scientific works), of them 30 % of sources being of Russian origin. For the search of certain sources the examiners often use the database on the web-site of the Library on natural sciences of the Russian Academy of Sciences that accumulate the large number of information resources. It contains the links to the extensive lists of scientific magazines maintained by the scientific societies, universities, scientific libraries, publishing houses. The represented scientific magazines cover all areas of knowledge, including biology, chemistry, medicine, physics, astronomy, mathematics, mechanics, ecology and Earth sciences.

4.3.3. Training on the use of databases

In order to ensure the required quality of searches conducted by examiners, the training on using various search tools was provided for various groups of examiners, both young and skilled. On the regular basis, the consultations were provided in search rooms on the correct use of various automated systems, databases and software.

The main focus was on the internal search system PatSearch as the most often used by each examiner. Also, the training was conducted on the use of foreign databases that contain information not included in PatSearch. Special attention was given to the upgraded databases of Asian countries (Japan, the Republic of Korea, China).

As the translation system PROMT was upgraded in the 1st and 4th quarter of the reported year, the training was conducted twice on each new version that fundamentally differs from the previous versions by algorithm of translation and options.

The functions of the electronic system on processing of applications were several times improved and complemented with regard to the integration of new options in the «Electronic archive» system. The training was conducted for examiners on the special features of these developments.

As usual, the newly employed examiners underwent obligatory training on the use of automated systems and databases selected for conducting examination search. The training was held under the specially developed programs on each topic that take into account the upgraded functions of systems and databases. The theoretical part contained a large number of examples that emphasized the peculiarities of examination search. It was complemented by the practical part in order to consolidate the skills on the use of various operators and learning nuances of formulating queries depending on the subject of examination. Aiming at the better learning of the materials, the training groups consisted of the optimum quantity of trainees, who worked on similar topics. For unconfident users additional training was provided in groups and individually.

The consultations on all used information resources and automated systems were permanently provided to examiners in the search rooms and at the working places.

The training of examiners was aimed at the unassisted qualified use by the examiners of the available electronic databases and automated systems in their work.

The statistics on the trainings held in 2015 is presented in Table 4.3.3.1.

Use of the Esp@cenet database

4.3.4. Implementation of automated translation tools

In the 1st quarter of 2015, the system of automated translation PROMT, which is available to examiners at their working places, was upgraded to the version PROMT PTS 10. Each of the translation profiles contained the sets of specialized and user’ dictionaries and could be chosen by an examiner for translation. The correctness of connection of the system and accessibility of sets of profiles and its dictionaries at each of the working places were checked. In the 4th quarter of 2015, the PROMT system was upgraded again after the correction of sets of profiles, check of their compliance with the number and names of subject heading of the IPC and the more exact allocation of dictionaries in the profiles. The check of connection to the latest version was carried out at all working places. The appearing failures were promptly fixed; the customizing of the new version was conducted upon the request of examiners. The trainings and consultations on the new versions were provided both at the working places and in the Training and Computer Search Room.

The works were continued on updating the English-Russian user dictionaries of the PROMT system on the highly specific topics that were integrated into respective translation profiles. The work with the user dictionaries that cover wider list of topics will be continued, which will improve the quality of translation of the texts of the foreign patent documentation.

The extension of the areas for implementation of modern information telecommunication technologies is the one of most important direction of Rospatent’s activity. In 2015, the development of information technologies was carried out in 5 main areas: electronic processing, optimization of processing, development of the support systems for decision making, development of the hardware and software infrastructure, interagency electronic interaction. In 2015, the double growth of the number of e-filings (15325 applications) was achieved, the percentage of documents prepared in electronic form and signed by electronic signature raised to 80 % of the total number of correspondence sent to applicants, the support of hardware and software was ensured at the required level. In 2015, the popularity of the Internet resources of Rospatent increased significantly. The number of quires in the search system is 73 % increase, the number of addresses to the Bulletins of Rospatent is 17 % increase in comparison with 2014.
